A Brief Analysis of the First Global Bank Governors Summit Interpreting the New Business Civilization of Digital Economy Transformation through Industry-Finance Integration

      On December 15, 2025, the inaugural Global Bank Governors Summit grandly opened at the Royal Garden Hotel in Hainan, China. Guided by the UN World Peace Committee, the summit was jointly hosted by the Global Free Trade Zone Alliance Financial Organization (NGO in preparation), the National Ecological Civilization Pilot Zone Supervision Office, the Global Green Multilateral Alliance, and the Global Unified Market China Organizing Committee. It was undertaken by Universe Series (Hainan) Investment Co., Ltd. and co-organized by Changzhi Zerui Technology Co., Ltd. The summit gathered global financial leaders and representatives from the industrial sector to explore new pathways and paradigms for digital economy transformation under the context of industry-finance integration.

      In her address, Wang Baofen, Executive Chairman of the UN Agency for Humanitarian Assistance, stated that the Global Bank Governors Summit plays a leading role among international large-scale industry-finance-investment activities. Initiating the industry-finance strategy is both a trending action initiative for the global digital economy transformation and a significant window for the Hainan Free Trade Port to demonstrate its openness and vitality to the world.

       Currently, the global economy is at a critical stage of transitioning towards high-quality development. The deep integration of industry and finance, empowered by digital technological innovation, has become a core engine driving global economic recovery and upgrading. Chairman Felong pointed out that this summit, with its core objectives of building international consensus and establishing a collaborative platform, convenes global financial forces to focus on the technological implementation, scenario adaptation, and global coordination of industry-finance digital transformation. It aims to elevate digitization from a financial service tool to a core driver for reconstructing the industry-finance ecosystem, injecting new vitality into the deep synergy between global industry and finance.

          Long Fei, Chairman of the UN World Peace Committee, delivered a speech advocating for "Promoting Peace, Embracing Civilization."

      央国企代表郭先生阐释了产融数字化转型的核心逻辑，强调“技术筑基，场景破界”是转型的关键内核。他表示，产融数字化转型的本质在于通过数字技术打通产业与金融的“数据壁垒”，重构“资金流、信息流”协同生态，其转型底座构建依托三大核心维度。

        Mr. Guo, a representative from central state-owned enterprises, elaborated on the core logic of industry-finance digital transformation, emphasizing that "Technology lays the foundation, scenarios break boundaries" is the key essence of the transformation. He stated that the nature of industry-finance digital transformation lies in leveraging digital technologies to dismantle the "data barriers" between industry and finance, thereby reconstructing a synergistic ecosystem of "capital and information flows." The foundation for this transformation is built upon three core dimensions.

Integrating the summit’s core focus on "industry-finance integration" and its five pragmatic themes, the new engine for industry-finance digital transformation concentrates on five implementation pathways to achieve precise alignment of technology with industry and finance: first, digital cross-border capital coordination, linking global industrial investment to build a transnational investment ecosystem characterized by "digital collaboration + risk co-control"; second, green industry-finance digitization, empowering the implementation of the dual-carbon strategy by establishing a multi-tiered carbon accounting system and promoting the formation of a digital closed loop for dual-carbon initiatives; third, digital coordination between state-owned and private enterprises, stimulating open development momentum to create a digital model of an open economy featuring state-private synergy and industry-finance linkage; fourth, digitization of frontier industries, fostering new growth drivers and alleviating funding pressures for the research, development, and operations of enterprises in cutting-edge sectors; fifth, global market digitization, strengthening the ties of a unified global market and enabling digitalization to act as both the "adhesive" and "accelerator" for building a globally integrated market.

         At the conference, President Chen of a bank pointed out that, compared with similar international conferences such as the World Economic Forum at Davos and the G20 Finance Ministers and Central Bank Governors Meetings, the inaugural Global Bank Governors Summit exhibits four distinct differentiating characteristics: it moves away from broad macroeconomic discussions and instead precisely focuses on the implementation of industry-finance integration and digital economy transformation technologies; it breaks away from traditional participation patterns by engaging multiple stakeholders from industry, capital, and technology sectors, thereby constructing a closed-loop dialogue system of "finance-industry-technology"; it goes beyond consensus-building to propose five implementation pathways for industry-finance digitization along with supporting solutions, emphasizing outcome transformation; and it deeply leverages the advantages of the Hainan Free Trade Port to create a regional window for industry-finance cooperation, distinguishing itself from other international conferences that are "neutral and not regionally bound." He stated that the differentiated approach of this summit will inject new momentum into global industry-finance collaboration and digital economy transformation, contributing to the development of the Hainan Free Trade Port and the deep integration of the global real economy with the digital economy.

For the industry side, digitization breaks the traditional financing model's "collateral dependency," broadens financing channels for small and medium-sized enterprises, and enhances capital management efficiency. For the global economy, it breaks down geographical and industry barriers, promotes the optimized global allocation of financial resources, and injects sustained and stable momentum into the high-quality development of the global economy.

         In his concluding remarks, Wang Yousheng, Founder and Executive Chairman of the Global Bank Governors Summit, emphasized: The Global Bank Governors Summit centers on industry-finance digital transformation, with its essence being to unite global financial forces, promote the advancement of digital industry-finance applications, and reconstruct a new engine for the ecosystem. This aims to overcome the information barriers, efficiency bottlenecks, and risk challenges inherent in traditional industry-finance collaboration, aligning with the national precision strategy for ecological civilization.
