June 17, 2026, Kunming — Witnessed by all distinguished guests, the Kunming International Game & Animation Industrial Park officially commenced operation at Giant Building in Panlong District. Seven enterprises including Huoxin Network Technology, Daimu Network Technology, Hongyue Huatian, Sanjing Zhiye Culture Media, Jingge Huanchuan Technology, Ciyuan Data Technology and Kunming Jacaranda Technology signed settlement contracts as the first batch of enterprises. Luozhou Technology, the leading enterprise of the industrial park, simultaneously launched its new work The Scroll of Taiwu: Sky Canopy & Heart Veil with a global synchronized release. Yang Yueyuan, Xu Xiaomei, Dai Huiming, relevant municipal and district leaders, as well as representatives of upstream and downstream supporting enterprises in the industry attended the opening ceremony.

该产业园以数字技术为底座，聚焦游戏制作与发行、电子竞技、文旅消费及人才培育等核心板块，致力于建设国家级精品游戏产业生态集聚地、创新策源地，并打造面向南亚东南亚的数字文化出海基地和西南数字创意产业示范高地。

Built on digital technologies, the industrial park focuses on core sectors including game development and publishing, esports, cultural tourism consumption and talent cultivation. It aims to build a national-level cluster and innovation source for high-quality game industrial ecology, as well as an overseas export base of digital culture targeting South and Southeast Asia and a benchmark hub for digital creative industries in Southwest China.

园区采取 “政府引导、市场运作、生态化赋能” 模式，叠加各级数字经济、电竞及文化出口专项扶持政策，搭建技术、企业、人才三大服务平台。盘龙国投园区运营负责人介绍，园区坚持科学分区与功能互补：龙头引领区承载螺舟科技总部、核心研发中心、鸿蒙生态合作实验室及 IP 运营中心；产业集聚区划分游戏研发、动漫制作、电竞运营、IP 衍生品开发等板块，并配备共享办公与数字展厅；文旅体验区设置精品游戏展、动漫 IP 联展和数字文创市集，推动 “产业 + 文旅 + 体验” 深度融合，构建 “上下楼即上下游” 的产业链格局。园区将为入驻企业提供算力支撑、知识产权保护、政策申报、投融资对接及人才实训等一站式全周期服务。

Adopting the development model of "government guidance, market-oriented operation and ecological empowerment", the park integrates special supportive policies for digital economy, esports and cultural export at all levels, and builds three major service platforms covering technology, enterprises and talents. The person in charge of park operation from Panlong State Investment introduced that the park adheres to scientific zoning and complementary functions: The Leading Enterprise Zone hosts the headquarters of Luozhou Technology, core R&D center, HarmonyOS ecosystem cooperation laboratory and IP operation center; The Industrial Cluster Zone is divided into game R&D, animation production, esports operation, IP derivative development and other sections, equipped with shared offices and digital exhibition halls; The Cultural Tourism Experience Zone holds premium game exhibitions, joint animation IP exhibitions and digital cultural and creative markets, advancing the in-depth integration of "industry + cultural tourism + experience" and forming an industrial chain pattern where "enterprises on adjacent floors form upstream and downstream partners".
