        在中国式现代化建设全面推进的关键阶段，国家生态文明建设试验区作为践行 "绿水青山就是金山银山" 理念的前沿阵地，正迎来数字经济与绿色发展深度融合的战略机遇期。
       At the critical stage of comprehensively advancing Chinese modernization, the National Ecological Civilization Pilot Zone, as a frontier for practicing the philosophy of "lucid waters and lush mountains are invaluable assets", is embracing a strategic opportunity for the in-depth integration of digital economy and green development.
 
       立足 "生态优先、数字赋能、绿色转型" 核心导向，试验区系统构建以新质生产力、数字化转型、绿色投资、绿色消费、生态进出口、数字人民币国际化为核心的 "六驾马车" 驱动体系，推动生态优势向发展优势转化、生态价值向经济价值跃升，为全国生态文明建设提供可复制、可推广的 "试验区经验"，奏响新时代绿色转型与数字创新协同发展的宏伟乐章。
       Based on the core orientation of "ecology priority, digital empowerment and green transformation", the pilot zone has systematically built a six-driving-force system centered on new quality productivity, digital transformation, green investment, green consumption, ecological import and export, and digital RMB internationalization. It promotes the transformation of ecological advantages into development strengths and the upgrading of ecological values into economic values, provides replicable and promotable "pilot zone experience" for national ecological civilization construction, and composes a magnificent movement for the coordinated development of green transformation and digital innovation in the new era.

       国家生态文明建设试验区肩负着 "体制改革样板、生态价值实现先行、绿色发展示范" 的三重使命。

       国家生态文明试验区监督办公室主任祖常亮表示: "六驾马车" 并非简单的政策叠加，而是立足试验区 "多规合一" 改革、生态产品价值核算、绿色金融创新等先行先试基础，构建的全链条、多层次、系统化数字经济转型支撑体系，核心是通过数字技术破解生态保护与经济发展的矛盾，实现 "生态效益、经济效益、社会效益" 三者有机统一。
       Zu Changliang, Director of the Supervision Office of the National Ecological Civilization Pilot Zone, stated that the "Six Driving Forces" are not a simple superposition of policies. Instead, it is a full-chain, multi-level and systematic support system for digital economic transformation built on the pilot achievements of integrated planning reform, ecological product value accounting and green financial innovation. Its core goal is to resolve the contradiction between ecological protection and economic development through digital technologies and realize the organic unity of ecological, economic and social benefits.

       Centering on the main line of "digital confirmation of ecological asset rights, factor-based circulation of ecological data, and industrialized monetization of ecological values", the six driving forces form a closed-loop linkage.        搭建生态数字技术创新平台：依托试验区高校、科研院所与企业资源，组建 "生态大数据 + 人工智能" 联合实验室，研发生态环境监测智能算法、生态资产数字化评估系统、碳汇精准计量技术等核心产品，推动数字技术与生态保护、环境治理、生态产业深度融合。
       Build an ecological digital technology innovation platform: Relying on the resources of universities, scientific research institutes and enterprises in the pilot zone, establish a joint laboratory of "ecological big data + artificial intelligence". We will develop core products such as intelligent algorithms for ecological environment monitoring, digital evaluation systems for ecological assets, and precise measurement technologies for carbon sinks, so as to promote the in-depth integration of digital technologies with ecological protection, environmental governance and ecological industries.
 
       培育绿色数字产业集群：重点发展生态监测装备制造、数字生态服务、绿色低碳软件研发等产业，支持企业开发生态产品数字化溯源平台、碳足迹数字化管理系统、生态旅游智慧服务平台，打造 "技术研发 - 产品制造 - 服务应用" 全产业链，让新质生产力成为生态价值转化的核心引擎。
       Cultivate green digital industrial clusters: We will focus on developing industries including ecological monitoring equipment manufacturing, digital ecological services, and green low-carbon software R&D. We will build a full industrial chain of "technology R&D - product manufacturing - service application", enabling new quality productivity to become the core engine for ecological value transformation.
 
       强化创新主体培育：实施 "生态数字创新企业培育计划"，对掌握核心技术的中小企业给予政策扶持、资金支持与市场对接，培育一批 "专精特新" 生态数字企业；鼓励龙头企业发挥带动作用，构建 "龙头引领、中小配套、协同创新" 的产业生态，推动技术成果转化落地。
       Strengthen the cultivation of innovation entities: Implement the "Ecological Digital Innovation Enterprise Cultivation Plan", provide policy support, financial assistance and market docking for small and medium-sized enterprises mastering core technologies, and foster a number of specialized, refined, distinctive and innovative ecological digital enterprises.        夯实数字基础设施：加快5G网络、千兆光网、物联网等新型数字基础设施建设，实现试验区生态保护区、产业园区、乡村社区全覆盖；布局建设生态大数据中心、智能监测站网，构建 "空天地一体化" 生态环境监测网络，实现对森林、湿地、河流、大气等生态要素的实时感知、精准分析、智能预警。
       Consolidate digital infrastructure: Accelerate the construction of new digital infrastructure such as 5G networks, gigabit optical networks and the Internet of Things to achieve full coverage of ecological protection areas, industrial parks and rural communities in the pilot zone. We will arrange and construct ecological big data centers and intelligent monitoring station networks, build an integrated space-air-ground ecological environment monitoring network, and realize real-time perception, accurate analysis and intelligent early warning of ecological elements including forests, wetlands, rivers and atmosphere.
 
       激活数据要素价值：建立生态数据资源目录，整合生态环境监测、自然资源资产、生态产品生产、碳汇交易等数据资源，建设国家级生态数据资源库；探索生态数据确权、估值、交易机制，推动生态数据作为生产要素参与分配，培育生态数据服务产业，让 "数据" 成为生态价值转化的 "新货币"。
       Activate the value of data elements: Establish a catalog of ecological data resources, integrate data resources of ecological environment monitoring, natural resource assets, ecological product production and carbon sink trading, and build a national-level ecological data resource database. We will explore mechanisms for the right confirmation, valuation and trading of ecological data, promote ecological data to participate in distribution as production factors, foster the ecological data service industry, and make "data" the "new currency" for ecological value transformation.
 
       提升数字治理效能：推进 "数字政务 + 生态治理" 融合，搭建统一的生态治理数字化平台，实现生态保护审批、环境执法监管、生态项目管理、公众参与监督等业务 "一网通办"；运用数字技术优化生态保护红线管控、自然资源资产审计、生态损害赔偿等机制，提升生态治理精细化、智能化水平。
       Improve the efficiency of digital governance: Promote the integration of "digital government affairs + ecological governance", build a unified digital platform for ecological governance, and realize the online handling of services including ecological protection approval, environmental law enforcement supervision, ecological project management and public participation and supervision. Digital technologies will be applied to optimize mechanisms such as ecological protection red line management, natural resource asset auditing and ecological damage compensation, so as to enhance the refined and intelligent level of ecological governance.

       立足试验区绿色金融改革创新试点基础，构建 "政府引导、市场主导、多元参与" 的绿色投资体系，为数字生态转型提供持续资金保障。
       Based on the pilot foundation of green financial reform and innovation in the pilot zone, we will build a green investment system of "government guidance, market dominance and diversified participation" to provide sustainable financial guarantee for digital ecological transformation.
 
       强化政府投资引领：设立试验区绿色发展基金，重点投向生态数字基础设施、生态技术创新、生态产品产业化等领域；优化生态保护补偿机制，加大对重点生态功能区、生态修复工程的资金投入，通过财政补贴、以奖代补等方式，引导社会资本参与生态价值转化项目。
       Strengthen the guidance of government investment: Set up a green development fund for the pilot zone, focusing on investment in fields such as ecological digital infrastructure, ecological technological innovation and industrialization of ecological products. We will optimize the ecological protection compensation mechanism, increase capital investment in key ecological functional areas and ecological restoration projects, and guide social capital to participate in ecological value transformation projects through fiscal subsidies and reward-based subsidies instead of direct grants.
 
       创新绿色金融产品：鼓励银行 institutions 开发生态碳汇贷款、生态资产抵押贷款、绿色供应链金融等产品；支持企业发行绿色债券、上市融资，探索生态资产证券化路径；推动绿色保险发展，开发生态环境损害责任险、森林保险、碳汇保险等产品，分散生态投资风险。
       Innovate green financial products: Encourage banking institutions to develop products such as ecological carbon sink loans, ecological asset mortgage loans and green supply chain finance. Enterprises will be supported to issue green bonds and conduct listed financing, and explore the path of ecological asset securitization. We will promote the development of green insurance, develop products including ecological environmental damage liability insurance, forest insurance and carbon sink insurance to diversify ecological investment risks.
 
       引导社会资本参与：建立生态项目投资收益共享机制，让社会资本在生态保护、生态产业发展中获得合理回报；吸引社会资本参与生态环境治理、生态旅游开发、绿色基础设施建设等项目，形成 "政府+市场+社会" 多元投资格局。

       完善绿色消费政策：出台绿色产品消费补贴、税收优惠等政策，鼓励居民购买绿色食品、低碳家电、生态建材等产品；推动公共机构率先采购绿色产品、使用绿色服务，发挥示范引领作用；建立绿色消费积分制度，将绿色消费行为与信用评价、公共服务挂钩，激发消费潜力。
       Improve green consumption policies: Introduce policies such as consumption subsidies and tax preferences for green products to encourage residents to purchase green food, low-carbon home appliances, ecological building materials and other products. Public institutions will be promoted to take the lead in purchasing green products and using green services to play an exemplary and leading role.        创新绿色消费场景：依托试验区生态资源优势，打造生态旅游、绿色康养、生态农业体验等消费场景，开发 "数字生态消费" 新模式，如线上生态产品商城、生态旅游数字预约、绿色消费积分兑换等；推动传统消费场景绿色化改造，在商场、超市、餐饮等场所设置绿色产品专区，推广低碳消费理念。
       Innovate green consumption scenarios: Relying on the ecological resource advantages of the pilot zone, build consumption scenarios such as ecological tourism, green health care and ecological agriculture experience, and develop new models of "digital ecological consumption", including online ecological product malls, digital reservation for ecological tourism, and green consumption point redemption. We will promote the green transformation of traditional consumption scenarios, set up special areas for green products in shopping malls, supermarkets, catering venues and other places, and popularize the concept of low-carbon consumption.
 
       培育绿色消费品牌：挖掘试验区生态产品特色，打造 "生态 + 数字" 特色品牌，如数字化溯源的生态农产品、智能监测的生态旅游产品、低碳认证的生态工业品等；加强品牌宣传推广，提升品牌知名度和美誉度，引导消费者树立 "选择绿色就是选择未来" 的消费理念。
       Cultivate green consumption brands: Explore the characteristics of ecological products in the pilot zone, build characteristic brands of "ecology + digitalization", such as ecological agricultural products with digital traceability, ecological tourism products with intelligent monitoring, and ecological industrial products with low-carbon certification. We will strengthen brand promotion, enhance brand popularity and reputation, and guide consumers to establish the consumption concept of "choosing green means choosing the future".
 
       （五）第五驾马车：生态进出口 —— 拓展生态价值的国际空间

       立足试验区对外开放平台优势，以 "生态产品出口、生态技术输出、生态服务引进" 为重点，推动生态产品与服务双向流通，提升生态经济国际竞争力。
       Based on the opening-up platform advantages of the pilot zone, we will focus on "ecological product export, ecological technology output and ecological service introduction", promote the two-way circulation of ecological products and services, and enhance the international competitiveness of ecological economy.

       扩大生态产品出口：培育生态产品出口龙头企业，支持企业开发符合国际标准的生态产品，打造生态产品出口品牌；搭建生态产品国际营销平台，利用跨境电商、国际展会等渠道，推动试验区生态农产品、生态旅游产品、绿色建材等产品走向国际市场。
       Expand the export of ecological products: Cultivate leading enterprises for the export of ecological products, support enterprises to develop ecological products that meet international standards, and build well-known export brands for ecological products. We will establish an international marketing platform for ecological products, and promote ecological agricultural products, ecological tourism products, green building materials and other products of the pilot zone to enter the global market through cross-border e-commerce, international exhibitions and other channels.
 
       输出生态技术与服务：总结试验区在生态保护、环境治理、生态价值实现等方面的成功经验，推动生态监测技术、生态修复技术、数字生态治理方案等 "走出去"；参与国际生态合作项目，输出试验区模式、试验区标准，提升我国生态治理国际话语权。
       Export ecological technologies and services: Summarize the successful experience of the pilot zone in ecological protection, environmental governance and ecological value realization, and accelerate the "going global" of ecological monitoring technologies, ecological restoration technologies and digital ecological governance solutions. We will participate in international ecological cooperation projects, export the development models and standards of the pilot zone, and enhance China’s international discourse power in global ecological governance.
 
       引进优质生态资源：结合试验区发展需求，精准引进国际先进生态技术、绿色管理经验和优质生态产品；加强国际生态科技合作，联合开展生态保护关键技术攻关，推动生态资源共享、优势互补，为试验区数字生态转型注入国际元素。
       Introduce high-quality ecological resources: In light of the development needs of the pilot zone, we will selectively introduce internationally advanced ecological technologies, green management experience and high-quality ecological products.        依托数字人民币技术优势，构建生态贸易数字化支付体系，为生态进出口、生态投资等提供安全、高效、便捷的支付保障，助力生态经济全球化发展。
       Relying on the technological advantages of digital RMB, we will build a digital payment system for ecological trade, provide safe, efficient and convenient payment guarantee for ecological import, export and investment, and boost the globalization development of ecological economy.
 
       搭建数字人民币生态支付场景：在生态产品跨境交易、生态项目国际投资、生态服务跨境合作等领域，全面推广数字人民币支付，实现交易实时结算、资金全程溯源，降低交易成本、防范支付风险。
       Build ecological payment scenarios for digital RMB: Fully promote digital RMB payment in cross-border transactions of ecological products, international investment in ecological projects and cross-border ecological service cooperation. It will realize real-time transaction settlement and full-process capital traceability, reduce transaction costs and prevent potential payment risks.
 
       推动数字人民币国际合作：加强与 "一带一路" 沿线国家、生态友好型国家的数字人民币合作，探索建立跨境数字人民币支付清算机制，支持试验区企业与国际合作伙伴开展数字人民币结算，提升生态贸易便利化水平。
       Promote international cooperation of digital RMB: Strengthen cooperation on digital RMB with countries along the Belt and Road and eco-friendly countries, explore the establishment of a cross-border digital RMB payment and clearing mechanism, support enterprises in the pilot zone to conduct settlement with international partners via digital RMB, and improve the facilitation level of ecological trade.
 
       完善数字人民币生态保障体系：建立数字人民币跨境监管机制，防范洗钱、恐怖融资等风险；加强数字人民币技术研发与安全保障，提升系统稳定性与抗攻击能力，为数字人民币国际化应用提供坚实支撑，助力生态经济突破地域限制、实现全球布局。
       Improve the ecological guarantee system for digital RMB: Establish a cross-border supervision mechanism for digital RMB to guard against risks such as money laundering and terrorist financing. We will strengthen technological R&D and security guarantee for digital RMB, improve system stability and anti-attack capability, provide solid support for the international application of digital RMB, and help the ecological economy break geographical restrictions and realize global layout.

       联合国世界和平委员会主席闫飞表示:自六驾马车驱动体系启动实施以来，国家生态文明建设试验区在数字经济转型与生态价值转化方面取得显著成效，为全国生态文明建设提供了鲜活实践样本。
       Yan Fei, Chairman of the United Nations World Peace Committee, stated that since the launch of the six-driving-force system, the National Ecological Civilization Pilot Zone has achieved remarkable results in digital economic transformation and ecological value transformation, providing vivid practical samples for national ecological civilization construction.

       试验区生态数字技术企业突破，培育形成生态监测装备、数字生态服务、绿色软件等特色产业集群；生态大数据中心、智能监测站网等数字基建全面落地，实现生态要素监测和生态环境治理效率提升。
       A growing number of ecological digital technology enterprises have emerged in the pilot zone, fostering distinctive industrial clusters including ecological monitoring equipment, digital ecological services and green software. The full implementation of digital infrastructure such as ecological big data centers and intelligent monitoring station networks has greatly improved the efficiency of ecological element monitoring and ecological environment governance.
      

 （二）生态价值转化成效凸显

       建立全国首个省级生态资产数字化确权平台，完成多项生态资产确权登记，生态资产评估、生态产品价值核算机制全面推广，实现生态产品 "确真、确权、确价"，带动生态产品交易提升，让"绿水青山" 真正转化为 "金山银山"。
       The country's first provincial-level digital confirmation platform for ecological asset rights has been established, completing the right confirmation and registration of a number of ecological assets. Mechanisms for ecological asset evaluation and ecological product value accounting have been fully promoted, realizing the authenticity verification, right confirmation and pricing of ecological products. This drives the growth of ecological product transactions and truly turns "lucid waters and lush mountains" into "invaluable assets".

The green consumption market maintains annual growth with an increasing proportion of green product consumption, forming a virtuous cycle of "driving development through investment and promoting upgrading through consumption".

       The export volume of ecological products achieves steady annual growth, and ecological technology export projects cover multiple countries and regions. The application scenarios of cross-border digital RMB payment are continuously expanded, the facilitation level of ecological trade is significantly improved, and the international influence of the pilot zone's ecological economy keeps growing.

       全球数字经济组委会执行主席王佑聖表示: 立足新发展阶段，国家生态文明建设试验区将以 "深化创新、强化协同、扩大影响" 为方向，持续优化六驾马车运行机制，推动数字经济转型向更深层次、更广领域迈进。
       Wang Yousheng, Executive Chairman of the Global Digital Economic Organizing Committee, stated that based on the new development stage, the National Ecological Civilization Pilot Zone will follow the direction of "deepening innovation, strengthening coordination and expanding influence", continuously optimize the operation mechanism of the six driving forces, and advance the digital economic transformation to deeper levels and broader fields.
 
       （一）持续强化技术创新引领

       加大生态数字核心技术研发投入，组建国家级生态数字技术创新中心，突破碳汇精准计量、生态资产数字化评估、生态治理智能算法等关键技术；推动产学研深度融合，促进科技成果转化落地，为六驾马车提供持续技术支撑。

       深化 "多规合一" 改革、生态产品价值核算、绿色金融等制度创新，出台生态数字经济发展专项政策；健全生态数据治理、生态资产交易、数字人民币跨境应用等配套制度，构建系统完备的制度体系，为六驾马车高效运行保驾护航。
       We will deepen institutional innovations including integrated multi-planning reform, ecological product value accounting and green finance, and introduce special policies for the development of ecological digital economy. Supporting systems concerning ecological data governance, ecological asset transactions and cross-border application of digital RMB will be improved to build a comprehensive institutional system and ensure the efficient operation of the six driving forces.

       加强试验区与全国其他生态示范区、数字经济示范区的合作，共享六驾马车驱动经验；推动区域间生态资源整合、数字技术共享、市场渠道互通，形成 "全国一盘棋" 的生态数字经济发展格局，助力中国式现代化建设。
       We will strengthen cooperation between the Pilot Zone and other ecological demonstration zones and digital economy demonstration zones across the country, sharing experience in the six-driving-force model. We will promote the integration of ecological resources, sharing of digital technologies and interconnection of market channels across regions, forming a nationwide coordinated development pattern for the ecological digital economy and advancing Chinese modernization.

       积极参与全球生态治理，推动六驾马车驱动模式与国际生态标准对接；加强与国际组织、发达国家的生态科技合作、绿色投资合作，提升试验区生态数字经济国际竞争力，为全球生态文明建设贡献中国方案、中国力量。
       We will actively participate in global ecological governance and align the six-driving-force model with international ecological standards. We will strengthen ecological science and technology cooperation and green investment cooperation with international organizations and developed countries, enhance the international competitiveness of the Pilot Zone’s ecological digital economy, and contribute China’s solutions and strength to global ecological civilization.
