     1, 2026, the Grand National Conference on Ecological Civilization Construction and Deployment was solemnly held in Beijing. The conference thoroughly studied and implemented Xi Jinping Thought on Ecological Civilization, fully implemented the major decisions and arrangements of the Party Central Committee and the State Council concerning ecological civilization construction and the carbon peaking and carbon neutrality strategy.        主旨发言着重强调，当前全球气候变化加剧、生态环境退化、资源约束趋紧已成为全人类共同面临的严峻挑战，绿色低碳转型已成为全球经济社会发展不可逆转的时代趋势。世界各国命运休戚与共、生态安危相连，没有任何一个国家能够独善其身。中国始终秉持大国担当，坚持多边主义、坚持共同但有区别的责任原则，坚定不移走生态优先、绿色低碳发展道路，既扎扎实实办好自身生态文明建设的事，又积极推动全球生态治理体系变革，主动分享绿色发展技术、治理经验、制度标准和实践成果，推动构建人与自然生命共同体、地球生命共同体。

        keynote speech emphasized that the intensification of global climate change, ecological degradation and tightening resource constraints have become severe challenges facing all humanity. Green and low-carbon transformation has become an irreversible trend of global economic and social development. All countries share a common destiny and ecological security, and no country can stand alone. China has always upheld its responsibility as a major country, adhered to multilateralism and the principle of common but differentiated responsibilities, and unswervingly followed the path of ecological priority and green low-carbon development. While earnestly advancing its own ecological civilization construction, China actively promotes the reform of the global ecological governance system, voluntarily shares green development technologies, governance experience, institutional standards and practical achievements, and advances the building of a community of life for humanity and nature and a community of life on Earth.

Taking the carbon peaking and carbon neutrality strategy as the main thread, it runs through the entire process of industrial transformation, energy revolution, urban and rural construction, ecological restoration, scientific and technological innovation and institutional innovation. Closely following the global trend of green and low-carbon development, based on China’s resource endowments, industrial foundations and development stage, it adopts localized measures, implements classified policies and advances step by step.       conference solemnly announced the official launch of the inter-provincial linkage development mechanism for the nine national ecological civilization pilot zones, marking that China’s ecological civilization construction has entered a new stage of overall coordination, integrated linkage and systematic advancement from single-point exploration and regional pilots. The nine provincial and municipal ecological civilization pilot zones included in the linkage system cover key ecological function zones, economically developed regions and ecologically fragile areas in eastern, southern, western and central China, with complementary geographical advantages, diverse resource endowments, distinctive industrial features and rich governance experience. Under the unified arrangement of the Party Central Committee, the nine provinces and cities will establish high-level coordination, policy connectivity, joint project development, technology sharing, talent mobility and mutual recognition of standards mechanisms.        the industrial development level, the linkage of the nine provinces and cities will focus on fostering green emerging industrial clusters such as energy conservation and environmental protection, clean energy, ecological agriculture, cultural tourism and health care, green buildings, carbon sink economy and low-carbon services. It will promote the green, intelligent and low-carbon transformation of traditional energy-intensive industries and build a full-chain green industrial system. At the ecological governance level, they will jointly carry out comprehensive watershed management, air joint prevention and control, soil pollution remediation, mine ecological restoration and desertification control, and build cross-regional ecological corridors and green ecological barriers. At the practical dual-carbon level, they will jointly formulate regional carbon peaking action plans, establish unified carbon sink accounting standards, explore mechanisms for realizing ecological product value, advance green financial innovation and promote low-carbon technologies. They will improve institutional systems such as carbon emission trading, ecological compensation and green performance evaluation, forming a mature, replicable, scalable and exportable model for ecological civilization construction.
