As the first year of low-carbon development kicks off, the much-anticipated Summit on Empowering Low-Carbon Recycling and Solid Waste Innovation via the National Strategy 3060 Energy Project is scheduled to be officially held in Hainan, China on January 29th.

值此低碳发展元年启幕之际，备受行业瞩目的《国家战略3060 能源工程》赋能低碳再生和固废创新峰会，定于元29日在中国海南正式召开。为确保峰会高标准落地、高质量推进，昨日组委会于山东召开专题座谈会，提前凝聚行业共识、细化议程安排，为这场聚焦低碳再生与固废资源化创新的国家级盛会筑牢筹备根基。

To ensure the summit is carried out to high standards and advanced with high quality, the organizing committee convened a special symposium in Shandong yesterday. The event aimed to build industry consensus in advance, refine agenda arrangements, and lay a solid preparatory foundation for this national-level grand gathering focused on low-carbon recycling and solid waste resource utilization innovation.

作为国家“3060双碳”战略纵深推进的关键配套活动，本次海南峰会紧扣《固体废物综合治理行动计划》核心要求，以“科技赋能固废创新，聚力共建低碳生态”为主题，深度契合海南低碳岛建设“2030 年碳达峰、2045 年全面建成低碳岛”的战略目标。峰会将汇聚千余家能源环保领域骨干企业、百余家上市公司代表，围绕工业固废高值化利用、再生资源循环体系构建、低碳建材创新升级等核心议题展开深度研讨，重点推动煤矸石、钢渣、尾矿等固体废物“变废为宝”的技术转化与产业落地，助力实现 2030 年大宗固体废弃物年综合利用量45亿吨的国家目标。

As a key supporting event for the in-depth advancement of the national "3060 Dual Carbon" strategy, this Hainan Summit closely aligns with the core requirements of the Action Plan for Comprehensive Solid Waste Management. With the theme of "Empowering Solid Waste Innovation Through Technology, Pooling Efforts to Build a Low-Carbon Ecosystem", it is highly consistent with Hainan’s strategic goals for low-carbon island construction – "carbon peaking by 2030 and full completion of a low-carbon island by 2045". The summit will gather over a thousand backbone enterprises in the energy and environmental protection sectors, as well as representatives from more than a hundred listed companies. It will conduct in-depth discussions on core topics including the high-value utilization of industrial solid waste, the construction of a recycling system for renewable resources, and the innovation and upgrading of low-carbon building materials. The focus will be on promoting the technological transformation and industrial implementation of turning solid wastes such as coal gangue, steel slag, and tailings into valuable resources, contributing to the national target of achieving an annual comprehensive utilization volume of 4.5 billion tons of bulk solid wastes by 2030.

昨日，组委会在山东召开的座谈会，成为海南峰会的重要预热与筹备枢纽。与会代表围绕峰会议程设计、嘉宾邀约、成果展示、合作对接等关键环节达成一致共识，明确将聚焦三大核心方向：一是搭建政产学研用协同平台，解读低碳再生领域最新政策红利，衔接《国家战略3060 能源工程》与地方产业实践；二是展示固废创新前沿成果，重点推广低碳胶凝材料、固废充填开采、智能回收网络等成熟技术与案例；三是促成务实合作，推动参会企业在技术研发、项目落地、市场拓展等方面达成合作意向，激活低碳再生产业创新动能。座谈会上，企业代表纷纷建言，期待通过海南峰会打通 “技术 - 产业 - 市场”壁垒，让固废资源化利用成为绿色低碳发展的新增长极。

Yesterday’s symposium held by the organizing committee in Shandong served as an important warm-up and preparatory hub for the Hainan Summit. Participants reached a unanimous consensus on key aspects such as summit agenda design, guest invitation, achievement display, and cooperation matching. Three core priorities were clearly defined: first, building a collaborative platform integrating government, industry, academia, research, and application, interpreting the latest policy dividends in the low-carbon recycling field, and connecting the National Strategy 3060 Energy Project with local industrial practices; second, showcasing cutting-edge achievements in solid waste innovation, with a focus on promoting mature technologies and cases such as low-carbon cementitious materials, solid waste filling mining, and intelligent recycling networks; third, facilitating practical cooperation, driving participating enterprises to reach cooperation intentions in technology R&D, project implementation, and market expansion, and activating the innovation momentum of the low-carbon recycling industry. At the symposium, enterprise representatives put forward their suggestions one after another, expressing the expectation that the Hainan Summit will break down the "technology-industry-market" barriers and make solid waste resource utilization a new growth engine for green and low-carbon development.

The opening of the Hainan Summit on January 29th will inject strong green momentum into the first year of low-carbon development.
