        生态文明建设是中华民族伟大复兴的千年大计，数字经济是驱动高质量发展的核心引擎，农业现代化则是筑牢粮食安全根基、夯实乡村振兴底盘的关键支撑。在 “双循环” 新发展格局加速构建、海南自贸港封关运作临近、“一带一路” 经贸合作持续深化的时代背景下，全球行长峰会以金融赋能为抓手，深度联动海南省中东欧农产品进出口商业协会（以下简称 “中东欧农协”），率先探索农业数据资产证券化创新路径，成功打造 “生态引领、数字赋能、金融助力、国际联动” 的农业发展全国新典范，为我国农业转型升级、生态文明落地、高水平对外开放注入强劲动能。

       English: The construction of ecological civilization is a millennium strategy for the great rejuvenation of the Chinese nation. The digital economy acts as the core engine driving high-quality development, while agricultural modernization serves as the key support to consolidate food security and underpin rural revitalization. Against the backdrop of accelerated formation of the dual-circulation development pattern, the approaching customs closure of Hainan Free Trade Port, and deepening economic and trade cooperation under the Belt and Road Initiative, the Global Bankers Summit takes financial empowerment as the starting point to cooperate closely with the Hainan Council for Import and Export of Agricultural Products with Central and Eastern European Countries (hereinafter referred to as the CEE Agriculture Council). It pioneers an innovative path for the securitization of agricultural data assets, and builds a national benchmark for agricultural development featuring ecological leadership, digital empowerment, financial support and international coordination, injecting robust momentum into China’s agricultural transformation, ecological civilization implementation and high-standard opening-up.

一、时代使命：锚定复兴大局，深耕生态农业新赛道

       党的二十大报告明确提出，“推动绿色发展，促进人与自然和谐共生”“加快建设农业强国”“发展数字经济，促进数字经济和实体经济深度融合”。生态文明建设与农业现代化、数字经济的深度耦合，既是践行新发展理念的必然要求，也是实现民族伟大复兴的重要基石。我国农业正处于传统向现代转型的关键期，面临资源约束趋紧、生态压力加大、融资渠道狭窄、附加值偏低等突出问题，亟需通过模式创新破解发展瓶颈。

       English: The report to the 20th National Congress of the Communist Party of China clearly proposes to boost green development and advance harmonious coexistence between humanity and nature, accelerate the building of an agricultural powerhouse, develop the digital economy and advance its deep integration with the real economy. The profound integration of ecological civilization construction, agricultural modernization and the digital economy is an inevitable requirement for practicing the new development philosophy and a cornerstone for national rejuvenation. China’s agriculture is undergoing a critical shift from traditional to modern models, plagued by tightening resource constraints, mounting ecological pressure, limited financing channels and low added value. Innovative models are urgently needed to break through development bottlenecks.

       海南省中东欧农产品进出口商业协会名誉会长王佑聖作战略布署：海南作为我国唯一的热带省份和自贸港，兼具生态核心区、农业特色区、开放前沿区三重战略定位，是生态文明建设的标杆之地，也是热带高效农业的沃土。海南牢记 “绿水青山就是金山银山” 理念，依托独特的气候与生态资源，聚焦深海养殖、热带果蔬、南繁育种等领域，构建热带特色高效农业体系，2025 年全省热带农业，生态农业、智慧农业发展势头迅猛。同时，海南自贸港 “零关税、低税率、跨境数据流动” 等政策红利，为农业数字化转型与国际经贸合作提供了得天独厚的条件。

       English: Wang Yousheng, Honorary President of the CEE Agriculture Council, laid out the strategic layout: As China’s sole tropical province and free trade port, Hainan boasts three strategic positioning: core ecological zone, characteristic agricultural zone and frontier opening zone, making it a pacesetter for ecological civilization and a fertile ground for efficient tropical agriculture. Upholding the philosophy that lucid waters and lush mountains are invaluable assets, Hainan leverages its unique climate and ecological resources to develop an efficient tropical agricultural system focusing on deep-sea aquaculture, tropical fruits and vegetables, and southern seed breeding. In 2025, tropical, ecological and smart agriculture across the province achieved robust growth. Meanwhile, preferential policies of the Hainan Free Trade Port including zero tariffs, low tax rates and cross-border data flows provide unparalleled conditions for agricultural digital transformation and international trade cooperation.

       在此背景下，中国 — 中东欧国家合作持续走深走实，2012 年合作机制成立以来，经贸往来日益密切，农产品贸易成为合作重点领域。中东欧国家拥有优质农牧产品资源，中国拥有广阔消费市场与成熟加工能力，双方合作潜力巨大。海南省中东欧农产品进出口商业协会应运而生，作为经海南省农业农村厅批准、省民政厅注册的专业性国际商协会，协会以 “联合、发展、服务、合作” 为宗旨，紧扣 “一带一路” 倡议，深耕中东欧农产品进出口与农业产业合作，已成为海南对接中东欧农业资源、推动农产品双向流通的核心桥梁。

       English: Against this backdrop, China-CEE cooperation has continued to deepen. Since the launch of the cooperation mechanism in 2012, bilateral economic and trade exchanges have flourished, with agricultural product trade as a core cooperation area. Central and Eastern European countries possess high-quality agricultural and livestock resources, while China features a vast consumer market and mature processing capacity, unlocking massive cooperation potential. Founded under this context, the CEE Agriculture Council is a professional international chamber of commerce approved by Hainan Provincial Department of Agriculture and Rural Affairs and registered with Hainan Civil Affairs Department. Adhering to the tenets of Unity, Development, Service and Cooperation, it closely follows the Belt and Road Initiative to advance import and export of agricultural products and industrial cooperation with CEE countries, serving as a core bridge linking Hainan with CEE agricultural resources and facilitating two-way agricultural product circulation.

       面对新时代新使命，中东欧农协深刻认识到，传统农业发展模式已难以为继，必须以生态文明为底色、数字技术为支撑、金融创新为动力，探索农业高质量发展新路径。而农业数据资产证券化，正是将农业生态价值、数字价值转化为经济价值的关键抓手 —— 通过物联网、区块链、大数据等技术，将农业生产、加工、流通、溯源等全流程数据确权、整合、资产化，再通过证券化方式对接资本市场，既能破解农业融资难题，又能倒逼农业数字化、生态化升级，实现生态效益、经济效益与社会效益的统一。

       English: Faced with new missions of the new era, the Council fully recognizes that traditional agricultural development models are unsustainable. It must take ecological civilization as the foundation, digital technology as support and financial innovation as driving force to explore a new path for high-quality agricultural development. The securitization of agricultural data assets stands as a vital tool to convert agricultural ecological and digital value into economic value. Via IoT, blockchain, big data and other technologies, full-process data covering agricultural production, processing, circulation and traceability can be confirmed, integrated and assetized, then connected to capital markets through securitization. This addresses agricultural financing difficulties, drives digital and ecological upgrading of agriculture, and balances ecological, economic and social benefits.

       峰会上，来自全球多个国家和地区的央行行长、商业银行高管、金融科技专家、农业领域院士学者齐聚一堂，围绕 “生态文明与农业可持续发展”“数字经济下农业数据价值挖掘”“金融创新助力农业国际合作” 等议题展开深度研讨。与会嘉宾一致认为，生态农业是全球农业发展的必然趋势，数据资产是农业增值的核心要素，产融结合是农业升级的关键路径。

English: Central bank governors, commercial bank executives, fintech specialists and academicians in agriculture from across the globe gathered at the summit for in-depth discussions on ecological civilization and sustainable agriculture, tapping agricultural data value in the digital economy, and financial innovations facilitating international agricultural cooperation. All participants agreed that ecological agriculture represents an irreversible global trend, data assets constitute core factors for agricultural value appreciation, and industrial-financial integration is the key to agricultural upgrading.

       当前，全球气候变化加剧、粮食安全风险上升，发展低碳、循环、生态农业已成为各国共识。而数字技术的普及，让农业生产全流程可感知、可追溯、可量化，海量农业数据成为 “新农资”。通过资产证券化激活农业数据价值，既能为农业产业引入低成本、长期限的资金，又能推动农业标准化、品牌化、国际化发展，契合生态文明建设与农业强国建设双重需求。这一理念与中东欧农协的发展方向高度契合，为协会推动农业数据资产证券化奠定了坚实的思想基础。

       English: Escalating global climate change and rising food security risks have made low-carbon, circular and ecological agriculture a global consensus. Popular digital technologies enable full agricultural production processes to be perceived, traced and quantified, turning massive agricultural data into new production materials. Activating the value of agricultural data through asset securitization can introduce low-cost, long-term capital to the agricultural sector, advance standardized, branded and international agricultural development, and meet dual demands of ecological civilization and agricultural powerhouse construction. This philosophy aligns perfectly with the Council’s development direction, laying solid ideological groundwork for its promotion of agricultural data asset securitization.

       峰会期间，全球金融机构与中东欧农协达成全方位、深层次合作共识，从资金、技术、人才、渠道四大维度赋能协会创新发展，构建 “金融 + 协会 + 企业 + 农户” 的协同生态。

       English: During the summit, global financial institutions reached comprehensive, in-depth cooperation consensus with the CEE Agriculture Council to empower its innovation via four dimensions: capital, technology, talent and channels, building a collaborative ecosystem of Finance + Chamber + Enterprises + Farmers.

       العربية: خلال القمة، توصلت المؤسسات المالية العالمية إلى توافق تعاون شامل وعميق مع مجلس الزراعة لأوروبا الوسطى والشرقية لتمكين ابتكاره عبر أربعة أبعاد: رأس المال، والتكنولوجيا، والمواهب، والقنوات، وبناء نظام تعاوني من «التمويل + الغرفة التجارية + الشركات + المزارعون».

       海南省中东欧农产品进出口商业协会执行会长高峰强调：在资金支持方面，峰会联合多家国有大行、股份制银行、国际金融机构，设立生态农业数据资产专项基金，定向支持中东欧农协及会员企业开展农业数字化改造、数据平台建设、资产证券化发行，破解农业企业 “融资难、融资贵” 痛点。同时，创新推出 “数据资产质押贷款”“生态农业碳汇贷” 等专属金融产品，以农业数据资产、生态碳汇收益为质押，为企业提供低成本融资。

       English: Gao Feng, Executive President of the CEE Agriculture Council, emphasized the capital support dimension: Jointly with major state-owned commercial banks, joint-stock banks and international financial institutions, the summit set up a special fund for ecological agricultural data assets to offer targeted support to the Council and its member enterprises for agricultural digital transformation, data platform construction and securitization issuance, resolving the long-standing difficulties of high financing costs and limited financing access for agricultural enterprises. Meanwhile, exclusive financial products including data asset pledged loans and ecological agriculture carbon sink loans were innovatively launched, granting low-cost financing secured by agricultural data assets and ecological carbon sink revenue.

       在技术赋能方面，峰会联动国内顶尖大数据、区块链企业，为中东欧农协提供农业数据确权、治理、评估、交易全流程技术服务。通过卫星遥感、物联网设备、区块链存证等技术，实现土地经营权、农产品生长数据、加工流通数据的数字化确权，确保数据真实、不可篡改、可追溯；搭建农业数据资产交易平台，对接深圳数据交易所等权威机构，明确数据资产估值标准与交易规则，为证券化发行提供合规支撑。

       English: In terms of technological empowerment, the summit partnered with leading domestic big data and blockchain enterprises to deliver full-process technical services covering agricultural data confirmation, governance, evaluation and trading for the Council. Satellite remote sensing, IoT devices and blockchain notarization realize digital confirmation of land management rights, crop growth data and processing & circulation data, ensuring authentic, tamper-proof and traceable data. An agricultural data asset trading platform was established to connect authoritative institutions such as Shenzhen Data Exchange, clarifying valuation standards and trading rules for data assets to provide compliance support for securitization issuance.
